What are the regulations I have to adhere to when building a mini golf course open to the public?

Go to the planning and zone department at city where you are contemplating you project. And ask what you will need and if you can do it. Good Luck

You’ll need liability insurance to prevent being sued in case of injury–whereever balls and sticks are flying around, there will be stupid people.

If you’re talking about building codes, you need to check with your local county/city engineer for those.

Otherwise, get an attorney to help you. He/she should know what rules you need to follow and where to look for them. Or you will get some general information when you apply for your business license.
